
Bilbao Rainbow Declaration
A milestone for inclusive democratic representation in Europe.

The Bilbao Rainbow Declaration was launched and signed in Bilbao on 21 November 2025 by EDP Secretary General Sandro Gozi and its founder Luis Cano. The declaration will now be opened for signature to as many EDP member parties as possible, strengthening a shared commitment to a more open, diverse, and representative European democracy.

Promoting political engagement for all
Democracy flourishes when every citizen can participate. The declaration calls for greater involvement from all communities, ensuring no one is left behind.
Building inclusive party structures
EDP commits to internal processes that increase access to leadership roles for individuals from underrepresented groups.
Using technology to advance inclusion
Digital tools should help reduce barriers, not create new ones. Innovation must empower, train, and give voice to those facing obstacles.
Ensuring representation on all levels
Minorities and underrepresented communities must be supported and encouraged to take part in political life at all governance levels.
Creating networks for equal participation
The declaration promotes platforms, alliances, and mentoring networks that strengthen political participation.
Equal rights for all, without fragmentation
Rights are universal. Where multiple barriers accumulate, proportionate and targeted policies should address them—without dividing society into micro-identities.
Embedding inclusion in our statutes
The EDP will integrate these principles into its foundational documents, ensuring long-term commitment to diversity, equality, and minority rights.
