PDE honorary president and businessman Nicos Koutsou was PDE vice-president from 2004 to 2019. He was a member of the House of Representatives of Cyprus, a unicameral legislature, from 2004 to 2019. During his tenure, he was a member of the House of Representatives Standing Committee on Defence, the House of Representatives Standing Committee on Education, the House of Representatives Standing Committee on Finance and Budget and the House of Representatives Standing Committee on Refugees, Excluded, Missing and Affected Persons.

Mr Koutsou was one of the founders of the Movement for Europe in 1989, a founding member and chairman of the New Horizons party in 1996 and a founding member of the European Democratic Party in 2004. He was a member of the National Council, the supreme advisory body to the President of the Republic on the Cyprus problem. Born in Cyprus in 1946, he studied economics, political science and law at the National and Kapodistrian University of Athens. He also studied public administration and public law at the Panteion University of Social and Political Sciences in Athens.
