Jean- Noël Barrot was appointed 4 July 2022 as minister in charge of digital transition and telecommunications under the ministry of economy, finance and industrial and digital sovereignty in the Elisabeth Borne government. Before then, he had a six-month mission to Economy and Finance Minister Bruno Le Maire to help France emerge from the Covid crisis and steer economic rebound. A fervent defender strengthened public policy evaluation, he chaired the working group on control means and worked on the creation of the LexImpact tax simulator, the first quantitative tool allowing deputies to evaluate the impact of their amendments. Relatedly, he organised in 2018 and 2020 the "Rencontres de l'Evaluation", a meeting of 600 parliamentarians, government officials and academics at the French National Assembly. A deputy for the 2nd district of Yvelines, Barrot has served as vice chair of the finance committee. He is also special rapporteur for the budget, asylum, immigration and integration. A rapporteur for the law for the growth and transformation of companies (PACTE), he was re-elected deputy in June 2022.

 

At regional level, he was elected regional councillor for Île-de-France in 2021 and joined the of Île-de-France Mobilités board of directors. Before then he was departmental councillor in 2015. He was appointed national spokesman in February 2018 and became Secretary General of the Mouvement Démocrate in December 2018. He studied at HEC Paris and then completed a doctorate in economics. He then taught at the Massachusetts Institute of Technology before being appointed professor at HEC Paris. His research interests include corporate finance, innovation and support policies for small- and medium-sized enterprises. Born in Paris, he resides with his family in Yvelines, a department in the western part Île-de-France region.
